The email uses the popular scamming tactic 'spear phishing', the sophisticated scam makes it look like someone you know is contacting you, like a friend or company you've bought something from recently.

It uses a realistic domain name and claims there’s a new service up and running to make it easier for you to pay your Council Tax bill online.
